What is the criteria and premise for the stock market?

I’d had the ad-hoc definition for myself of liberty, “the freedom to select or create the best option as you see it, or to do nothing at all; and to protect that for others that you can.”  This is fine for what it is, but ‘liberty’ has a deeper sense to it, substantive meaning and being.

“You are at liberty…” to do such and such.  What is ‘at liberty’?
