That's (1.3 trillion - 1.7 trillion = 400 billion) USD 400 billion federal receipts and expenditure _surplus_ in 2012.

That's from the baseline of the President Barack UN Obama 400 billion surplus in 2011.
That's (400 billion + ... 700 billion = 1.1 trillion) 1.1 trillion federal receipts and expenditures projected_surplus_ in 2013.

Also, the 7 types and the Mitch McConnell Republicans in the Congress had nothing to do with it.
But they wouldn't.
Unless it actually is true.
Which in that case they would.
But according to the President UN Barack Obama, the Republican Congress is imminently responsible for any entire global economic catastrophe.
(if I read it correctly, it seems in the durable short term time frame, the next few weeks or months.)
It was Biden/McConnell who negotiated on December 31, 2012, in 6 hours in the evening, the legislation that was approved by both the Senate and the House Of Representatives.
That’s 6 hours.
Obama and Boehner had negotiated for 2 months, November and December 2012, on the same bill, but could not reach an agreement. The Biden/McConnell negotiations took 6 hours. 60 days times 24 hours in a day is 1,440 hours. Thus the Biden/McConnell team took (6 / 1,440 = 0.00417) 0.00417 efficiency ratio.
The House passed the bill in a Constitutional manner, and according to the American people, and their representatives — since a “end project” type bill is different than a revenue bill, and the “function and revenue” bills had already been put in place in prior Congress and presidential approval. There likely will be a clear paper on this in a short while, which the Republican team already has, since late December.
Note that President Barack UN Obama, according to my analysis and review, is responsible for a (1.3 trillion deficit in 2010 to a 1.1 trillion surplus in 2013) 2.4 trillion dollar turnaround in 3 years. DTS2013 — ObamaDidThat.FederalDeficit.

I support the TARP, TARP Extension, Paulson (2008), Geithner, Treasury, and Fed. Also, Biden, McConnell, Boehner, and McCarthy. Also, the subtype progressive type that Michelle Obama seems to have been, and seems to be indicated in her book American Home Grown, and her support of the military.
I support the military also, but not as it is currently implemented, or directed by the President Barack UN Obama. This also seems to be indicated in the Constitution, at least the framework, theory, and premise idea of it, with also some specifics, also consistent with Amendments 1 thru 10 — the depth interpretation.
I also support the Ryan 10/25 percent levels individual income tax, but on a 8-1/2 by 11 paper form, and several pages of formatted instructions, with the option to file “complexity” tax forms, also redone. I support the IRS, the agency IRS. The website www.irs.gov now seems to be a consumer website, and I have always had positive experiences with the IRS. There may be others who have not.[1] I still owe the IRS money — the IRS — the agency for sending the tax bill, and payroll tax, for the Treasury, for the federal government, other agencies, and federal programs, and responsibilities.
